Bangladesh is one of the most vulnerable countries facing climate change and its adverse effect on environment & livelihood. Climate change possesses a serious threat to Bangladesh’s goal to accelerate economic growth, substantially eradicate poverty and become a middle-income country by 2021. Recognizing the uncertainties and inadequacies of international adaptation finance from both multilateral and bilateral sources, the Government of Bangladesh decided to establish the Bangladesh Climate Change Trust Fund (BCCTF) based on revenue from the national budget, within a legal mandate by the Climate Change Trust Act passed in the Parliament in 2010. “Bangladesh Climate change Trust Fund (BCCTF)” through management across the public and private sector is operating different type of activities to tackle the risks and adverse effects of climate changes.

PKSF with BCCTF: PKSF is working with BCCTF since October, 2011 at a request of Bangladesh Climate Change Trust Fund Authority. BCCTF has provided BDT 25, 06, 44,000/- to PKSF for funding to 63 NGOs under this project. PKSF is funding the selected NGOs visiting their field level activities and evaluating their performance under their specific project. As on 30 November, 2016 PKSF has disbursed BDT 23.85 crore among 61 NGOs for plantation, sanitation, Food security, capacity building and various kinds of research activities. Among the 61 NGOs, 57 NGOs were given all the sanctioned grant money (BDT 23.27 crore) in 3 installments. 4 NGOs were given partial sanctioned grant money (BDT 0.575 crore) in several installments. No disbursement has been done against 2 NGOs (SM FOUNDATION & Maer Anchal Mohila O Shishu Unnayan Sangstha) as they are both defaulter under Bangladesh Bank Housing Loan Project. The undisbursed amount (Tk.1.215 crore) of sanctioned grant money against 6 problematic NGOs has been refunded to BCCTF authority on 26/07/2015. In the meantime, 57 NGOs have already sent their Project Completion Report (PCR) and Audit Report to PKSF which has already been handover to BCCTF authority.

From the Local and Revenue Audit Directorate of Bangladesh Government, the auditors have already audited the project activities at PKSF & NGO level from 11/12/2013 to19/12/2013. No major irregularities were mentioned at the Auditor’s observation. The Overall activity under BCCTF project is satisfactory
