Strengthening the Capacity of PKSF, Executing Entities (EEs) and Implementing Entities (IEs) for
Effective Participation of GCF Activities in Bangladesh (GCF-Readiness)

 

Background
Palli Karma-Sahayak Foundation (PKSF) was accredited as the Direct Access Entity (DAE) in Bangladesh by the Green Climate Fund (GCF) in its 18th board meeting held from 29 September to 03 October 2017. In effectively carrying out its activites, PKSF works through national and local-level NGOs, officially referred to as Partner Organizations (POs), which operate various projects/programs including those on climate change. Also, various government departments and research institutes have shown interest in working with PKSF as DAEs of GCF. They are PKSF’s important stakeholders in addressing climate change adaptation and mitigation issues at the national and local levels.

Climate change is an emerging issue in Bangladesh. The current institutional setup of PKSF has limited capacity to integrate climate change in its projects/programs, particularly the ones under GCF. The other stakeholders also lack in capacity on designing and implementing the GCF projects in view of the requirements of the technical know-how. PKSF needs to improve the Environment and Social Safeguard (ESS) standards, gender policy and policy for indigenous people to meet the GCF standards at the institutional as well as the project level.

Objective
To enhance the capacities of PKSF, the staff of its Executing Entities (EEs) and the relevant government departments on GCF mechanisms, policies, and requirements for enhancing climate finance in the country.

Duration
The project’s duration is 14 months (05 May 2020 to 04 July 2021).

Beneficiaries
The direct beneficiaries of the GCF readiness projects are PKSF, IDCOL, selected government departments including the Department of Agricultural Extension, the Geological Survey of Bangladesh, the Seed Certification Agency, the Department of Public Health and Engineering, Bangladesh Agriculture Research Institute etc and selected NGOs that have received consent from PKSF on applying for GCF funds for different projects. The indirect beneficiaries are mainly the ministries and departments including the Department of Environment (DoE), Bangladesh Water Development Board (BWDB), the Local Government Engineering Department (LGED). They too require technical support for preparing funding proposals and implementation of GCF-funded projects in Bangladesh. Besides, NGOs will also be benefited through enhanced access to GCF in addressing the impacts of climate change.

Budget
The total budget for this project is USD 0.3 million.
