      In the 1980s, the Government of Bangladesh felt the need to establish a specialized institution for poverty alleviation through employment generation. After years-long discussions with development partners, different ministries and top development experts, the GoB finally decided to found Palli Karma-Sahayak Foundation (PKSF). This apex development organization formally came into being on 13 November 1989, after the President of Bangladesh approved the proposal.       Governing Body

      The Governing Body, subject to the general control and supervision of the General Body, holds the responsibility to pursue and help achieve the goals of PKSF. It holds the financial control of the organization, including approval of projects and making grants, donations, loans or other financial assistance to the Partner Organizations (POs).

      The General Body of PKSF is in charge of making all policy decisions of the Foundation. It guides the Management to help translate them into reality through manifold activities dedicated to alleviating poverty with focus on employment generation.

      PKSF, an apex development institution established by the Government of Bangladesh, works through an integrated network in its organizational structure to ensure that all employees, irrespective of their ranks, work towards realizing its proclaimed vision and mission. PKSF officials are morally and strategically motivated through different meetings and necessary training sessions to demonstrate skills and efficiency in performing their duties with a commitment to their profession and society.

      Partner Organizations

      Through its Partner Organizations (POs) PKSF provides financial assistance and institutional development support to appropriate organizations for implementing sustainable inclusive financial programs for reduction of poverty through creating productive employment opportunities for the moderate and ultra poor, small and marginal farmers and micro-entrepreneurs.

      The 15.4 million people that PKSF works with across the country include the extremely poor, ethno-culturally and socio-economically disadvantaged people, and microentrepreneurs. For them, PKSF makes appropriate interventions that are not time-bound. These we officially call ‘programs’. They remain in operation for as long as there is demand in the field. These programs are operated solely with PKSF’s own financing.

      PKSF’s activities have always been demand-driven. Hence, the nature of its interventions constantly evolves with the changing needs of people. In order to ensure services that are out of the purviews of its programs, PKSF takes up tailor-made projects with specific objectives. Various development partners co-finance such projects that usually have a specific duration.

      PKSF supports 19.96 million poor and disadvantaged people across the country through different demand-driven programs funded by PKSF. These programs adapt to the evolving needs of the communities involved. Additionally, PKSF undertakes specific, time-bound projects, co-financed by development partners, to further address the requirements of the poor and the enterprising people for steering forward their dreams of a more prosperous future.

      Capacity Building

      The Training Unit of PKSF aims to develop the capacity of officials of its Partner Organizations (POs). It arranges highly customized training courses with specially designed training modules covering a wide range of areas in management of financial services, sustainable development, and poverty alleviation.

      Special Interventions

      Palli Karma-Sahayak Foundation (PKSF) formed the Special Fund in 2010 to provide special assistance to the poor and the extremely poor people in humanitarian or social crises and natural disasters. Participants of different PKSF programs/projects, including staff members of PKSF and its Partner Organizations (POs) can seek support from the Fund. In addition, helpless and ailing freedom fighters, teachers and development workers are supported under the Special Fund. A four-member committee headed by the Managing Director of PKSF operates the fund.

      Innovation

      Innovation for Public Services

      The Cabinet Division of the Government of the People’s Republic of Bangladesh has formulated an ‘Innovation Strategic Plan and Evaluation Guideline 2015’ to promote innovative practices in Public Services. In line with this, PKSF has formed a 6-member innovation team under the leadership of a Deputy General Manager. So far, PKSF has piloted five innovative ideas: 1. Disabled–friendly Mobile Training, 2. Smart Fund Transfer, 3. Real-Time Online Training, 4. Skill Learning Platform, and 5. Monitoring and Evaluation of Health and Nutrition Services to the Extremely Poor.

The perfect weekend away in rural Bangladesh

The perfect weekend away in rural Bangladesh
See how a community-led eco-tourism project is transforming the local rural area

Working with IFAD in Bangladesh, we spend most of our days managing projects from the office in the hectic city of Dhaka. But at the weekends, while most people flock to Bangladesh’s stunning coastline, we prefer to avoid the throngs and escape to the lesser-known rural countryside.

This weekend, we are headed to Sitakunda—a few hours’ drive south of Dhaka—to visit a community-led eco-tourism project that has transformed the area.

After a stopover in Chittagong, we take a 90-minute drive through green, fresh forests as a light rain falls. We’re already feeling relaxed!

Our first stop is Mohamaya lake—loosely translated as “the great illusion”. According to elders, the lake was once a flowing stream where local Hindus worshipped.

The lake is home to large number of wildlife and is an important source of income for local people, who offer tourist activities, including guided tours.

Our tour guide for the day is 21-year-old Mohammad Imtiaz, who welcomes us with a big smile. Two years ago, after receiving training from a local development organisation called the Young Power in Social Action (YPSA), he started his tour guide business. “I love showing people new places, especially tourists coming over from Dhaka or even abroad.”

Imtiaz earns around USD 120 in a good month—a relatively healthy sum for part-time work in this rural community. With this money, he is paying for his university education. He tells us that “after completing my studies in English literature, I want to become a journalist and explore the world.”

Next, Imtiaz suggests we try kayaking and introduces us to Muhammed Dulal, who owns a kayak business on the lake. With a small loan from YPSA, he bought ten kayaks, which he rents out for USD 3 an hour.

Equipped with life vests and paddles, we set off to explore the wildlife around the lake, with the chorus of crickets and birdsong as our soundtrack. While we were lucky to have the place to ourselves, in high season (from October to January), Muhammed earns up to USD 400 during a peak month.

To help you capture the beauty of the scenery without missing out on memories, there are plenty of young professional photographers on hand at a very affordable price.

One of these photographers is Rakib Musabbir, who is studying business in a nearby grad school. During the high season, he earns around USD 180 a month, which helps pay for his education.

After paddling for two hours, we are hungry and looking forward to trying the local cuisine. Imtiaz takes us to a nearby homestay, where Mosammat Liza welcomes us.

Mosammat started her homestay after she received training in hospitality management. As well as renting rooms for USD 5 to USD 10 per night, the family-run business also offers home-cooked meals.

We sit down at a table laid out with all sorts of delicious Bengali dishes, like lentil soup, fried eggplant, machh-bhorta (mashed fish) and chicken curry.

At lunch, we meet Mohammed Arifur Rahman, who is the director of YPSA and runs the local eco-tourism activity. He tells us that 25 different services have already been set up thanks to the initiative.

But he also recognises the responsibility that comes with making a living from the environment. “We live off the natural beauty of the lake, as well as the wildlife that comes with it. We need to protect it and increase awareness, not only among the people who live here but also among visitors.”

Echoing this, IFAD’s Promoting Agricultural Commercialization and Enterprises (PACE) project, implemented by Palli Karma Sahayak Foundation, has trained over 1,000 entrepreneurs in Bangladesh on waste management, environmental conservation, pollution reduction, and eco-friendly tools, equipment, goods and products.

As we set off on our drive back to Dhaka, we are already looking forward to discovering another new and awe-inspiring place in rural Bangladesh.
